It is really difficult to be in a battle situation without stirrups to steady the rider. A well trained battle horse is another weapon also, and will rear up and attack on his own. No saddle = oops, darned horse just lost it's rider. For pleasure riding it is likely that no saddle (perhaps just a horse blanket for a little padding between the horse bones and the elf bones) and minimal bridles (or simply weight shifts and knee pressure changes) were used, but in battle, the horses would be in full tack.

I would also imagine that the horses would have been protected by at least some amount of armour, considering how valuable a trained war-horse could be and also the Elven attitude towards the four-legged companions. So a saddle and a bridle wold have been given in that situation. And of course the soldiers would have had to carry some stuff themselves so a saddle would have been very handy in attaching the items to the horse
