This one is really stupid. How do I say, 'It is', as in, "It's Isildur!"
This is one of those uses of Elvish when an elf forgets himself in front of a Common Tongue speaker and lapses into Sindarin.
And brace yourself for a stupid canon question too.

What's the exact context in which the phrase is spoken?

The protagonist has just delivered a message about a group of Men being attacked by some orcs and in need of help. Thranduil asks for some details about the group's uniforms and banner and then says the Sindarin equivalent of, "Oh shit -- it's Isildur." The kid doesn't know who it was until then.

Sindarin equivalent of, "Oh shit -- it's Isildur." In this case, the verb probably wouldn't be used. 'To be' is usually left out of Sindarin sentences, because the meaning tends to be clear enough without it. A sentence like 'my name is Thranduil' would be rendered in Sindarin as 'my name Thranduil'. You know, kind of like good old fashioned caveman-speak. So this would be 'Oh shit -- Isildur'.

Thank you very kindly, sir. That certainly simplifies things.
